NORTH & EAST SYRIA: General Council ratifies draft laws of contract and vehicles registration

Raqqa – The General Council of the Democratic Autonomous Administration (DAA) in North and East Syria held its third session of the year on Sunday. During the session, the draft laws for contract registration and filing and the vehicle registration law were ratified. As well as an amendment to an article in the Self-Defense Duty Law.

The session was chaired by General Council Co-Chairs Siham Quryo (Syriac Union Party) and Farid Atti (Democratic Union Party, PYD), legal representatives, members of the DAA Interior Ministry and the committee members responsible for drafting the vehicles and contracts laws. The session started with a minute of silence commemorating the martyrs after which the proceedings of the previous session were read which included the ratification of the Public Holiday Law and anti-smuggling law.

A co-chair for the Finance Authority and a new member of the General Council were appointed. Dr. Ahmed Al-Youssef was appointed and sworn in as a co-chair of the Finance Authority in the DAA. Esther Murad was nominated as a member of the General Council.

During the session, the proposal to exclude “Iraq” from Article 26 of the Self-Defense Duty Law, submitted by the DAA Defense Office, was approved. The Self-Defense Duty Law stated that “Residents and residency holders of all countries, except Turkey and Iraq, are required to pay an annual deferral fee, of 400 dollars for each year, starting from the date of the law’s issuance”.

The draft law provisions of vehicles registration in the DAA were read and ratified after separate votes. The draft contained 14 articles that define the provisions and fees of vehicle registration in the DAA regions. After that, the draft law of contract registration in the DAA was considered. It included 92 articles that defined contracts provisions of sale and purchase, leases and other contracts. Voting and ratification of the articles of the law were also completed.
