Administration of North and East Syria adopts new Social Contract, announces sweeping changes to improve democratic governance
RAQQA, Syria — In a milestone session held in Raqqa, the Autonomous Administration of North and East Syria (AANES) solidified its commitment to a new era by adopting the draft of an innovative Social Contract. The historic meeting, attended by representatives from the executive and legislative councils, as well as an expanded committee, concluded with the formal ratification of the transformative Social Contract.
The administrative shift consolidates the region into one encompassing seven provinces. Notable changes include the General Council’s transformation into the Peoples’ Council of North and East Syria, and the Municipal Council’s reformation as the Assembly and Union of Municipalities.
The newly established Oversight Institution, aligned with the Peoples’ Assembly, the Central Monetary and Payments Office, and the Social Contract Protection Court, will further augment the administrative framework.
This groundbreaking Social Contract introduces a myriad of changes designed to empower individuals in North and East Syria.
The Social Contract also explicitly recognizes the Syriac language as fundamental in the region, assigns greater roles to women and youth, and instigates a range of fundamental alterations aimed at bolstering democracy and safeguarding the rights of all communities.
The Peoples’ Council, previously the General Council, declared the effective initiation of the new social contract as of 12 December.
