Peoples’ Council in North and East Syria issues key decisions in first meeting, including formation of Social Contract Protection Court Committee

NORTH AND EAST SYRIA — In a landmark first session, the People’s Council in North and East Syria issued a series of pivotal decisions, marking the onset of a new phase for the region. These decisions, to be implemented within 15 days from their issuance, are poised to reshape the trajectory of governance in the area.

Foremost among the resolutions was the establishment of the Social Contract Protection Court Committee, which will comprise 8 to 10 individuals. Simultaneously, the Council directed the drafting of legislation for the Social Contract Protection Court, underscoring the commitment to fortify the foundations of the new Social Contract.

The Council also endorsed the formation of a High Elections Commission, set to consist of 20 members, within the next 10 days. Concurrently, a committee will be constituted to draft the operational framework for the High Elections Commission in collaboration with the Peoples’ Council. Furthermore, the activation of Peoples’ Councils was mandated as part of this comprehensive governance initiative.

To streamline municipal elections, the Council committed to issuing municipal law before the commencement of the electoral process. Additionally, a public institution for finance and accounting, composed of 14 individuals, is slated to be formed within 15 days, emphasizing the importance of financial transparency in the administration.

Assigning executive councils to establish the bodies’ councils, along with forming a committee tasked with outlining the powers and operational procedures of these councils, were integral components of the decisions made during the session. These measures aim to delineate clear lines of authority and establish effective mechanisms for the councils’ functionality.

The session, attended by the Council’s presidential body, members of the popular councils in the democratic autonomous administrations of the seven provinces, and participants from the extended committee responsible for drafting the Social Contract, signifies a pivotal step toward bolstering democratic governance and institutionalizing key aspects of the Social Contract in North and East Syria.
