More details emerge about contents of memorandum of understanding on military and security cooperation between Iraq and Turkey

BAGHDAD / ANKARA — Iraqi media outlets have reported the signing of a memorandum of understanding between Baghdad and Ankara focusing on military and security cooperation.

The memorandum, comprising 10 articles, obligates both parties to confront “banned terrorist organizations” and to prevent any hostile activities originating from either country’s territory against the other.

A key provision of the memorandum is the establishment of a joint security coordination center in Baghdad, which will be linked to the Joint Operations Command and jointly managed by Iraq and Turkey.

The agreement also calls for the formation of a joint committee, chaired by the Chiefs of Staff of both countries’ armies. This committee will include high-ranking officials such as the Iraqi Undersecretaries of the Ministry of Interior, National Security Adviser, Intelligence Service, Popular Mobilization Authority, and representatives from the Kurdistan Region of Iraq. Turkish counterparts from the Ministry of Interior, National Security Adviser, and Intelligence Service will also participate in overseeing the implementation of the memorandum.

Additionally, the memorandum allows for the exchange, use, and protection of information, documents, intellectual and material property rights, and military materials, based on subsequent agreements or arrangements between the parties.
