Administration of North and East Syria declares state of emergency amid escalating Turkish attacks, announces amnesty and emergency measures
NORTH AND EAST SYRIA — Amid escalating security concerns across Syria and the escalation attacks of Turkey and its Syrian National Army (SNA) proxies, the Democratic Autonomous Administration of the Region North and East Syria (DAARNES) has declared a state of general alert. The administration urged residents, internal security forces, community protection forces, and local institutions to remain vigilant and ready to defend their villages and cities against potential threats.
General Commander of the Syrian Democratic Forces (SDF) Mazloum Abdi announced a general amnesty for all areas of Dayro Zcuro (Deir ez-Zor). In a social media post, Abdi described the current moment as historic, with the fall of the Syrian regime in Damascus signaling an opportunity to build a new Syria founded on democracy and justice. He emphasized the need for unity during this critical period and called on local communities and tribes to prevent chaos and work together to ensure regional stability and a brighter future.
In response to emerging threats, the Internal Security Forces of North and East Syria have taken immediate action to secure key infrastructure. In Hasakah, security personnel moved into the city’s security zone to protect public institutions and safeguard vital records. Meanwhile, the forces assumed control of Qamishli International Airport, raising their flag over the facility.
Gabriel Chamoun, Co-Chair of the Executive Council of North and East Syria, stated to Syriac Press that DAARNES has activated a regional crisis cell. This cell is overseeing the reception of displaced persons and coordinating emergency efforts. Chamoun noted that all ongoing investment projects have been paused, with their funds redirected to an emergency budget to support displaced individuals. He also called on the international community to assist in addressing the humanitarian crisis, particularly as winter approaches.
DAARNES reported that over 100,000 displaced individuals from Cafrin (Afrin), Al-Shahba, Holeb (Aleppo), and Hemto (Hama) have sought refuge in North and East Syria. Upon arrival, the administration has provided temporary shelter and urgent assistance before relocating them to various towns and cities in the region.
