PARIS — The final statement of the Paris International Conference on Syria underscored the need to support a political transition in the country while calling for an end to foreign interference. The statement emphasized the importance of halting all combat operations, preserving Syria’s territorial integrity and advancing a negotiated settlement to facilitate the nation’s political transition.
A unified national agenda
The statement urged all Syrian actors to commit fully to a national agenda that prioritizes the country’s long-term stability. The conference, presided over by French Foreign Minister Noël Barraud, was attended by President Emmanuel Macron and representatives from 20 countries, including members of the G7, the EU, the UN, the Arab League and the Gulf Cooperation Council. Also present was Syria’s transitional Foreign Minister Asaad al-Shaibani, who did not issue any public statements.
Support for counterterrorism efforts and economic relief
In a significant policy shift, the statement pledged international backing for Syria’s transitional government in its counterterrorism efforts. Barraud further revealed that the EU was working toward a swift lifting of economic sanctions on Syria, a move that could have profound implications for the country’s economic recovery.
Concerns over military operations in North and East Syria
The conference also called for an immediate cessation of military operations, particularly in North and East Syria. The statement made implicit reference to Turkish military actions and their allied factions targeting the Syrian Democratic Forces (SDF).
A commitment to a safe and orderly transition
In its closing remarks, the statement reiterated a commitment to ensuring a peaceful, credible, and expedited transition process. It also addressed the safeguarding and destruction of chemical weapon stockpiles in coordination with the Organization for the Prohibition of Chemical Weapons (OPCW). Additionally, the statement highlighted the importance of creating conditions necessary for the voluntary and sustainable return of Syrian refugees.
